"The challenges facing developing countries in the areas of science and technology are complicated ones. In order to begin to alleviate the economic, educational, medical and technological shortcomings that face a developing nation, we must establish strong science and technological policies that will adress these issues. The transformation from 'developing' to 'developed' country is a difficult and gradual one. This is a building process and each step on the way marks progress. To achieve this progress, cooperation is an imperative from government, institutions of higher learning, as well as from private sector. International cooperation is also of paramount importance.
The National Autonomous University of Mexico organized a Workshop at the beginning of 1991 in Cocoyoc, Morelos, to allow experts to convene and adress issues concerning sciece and technology in developing countries, particularly in Mexico. We publish here the proceedings of this meeting."
